Justinian the Great

Justinian I (527–565 AD) is the most celebrated Byzantine emperor. He reconquered North Africa, Italy, and southern Spain; commissioned the Hagia Sophia — the greatest church in Christendom for a thousand years; and codified Roman law into the Corpus Juris Civilis, which remains the foundation of civil law in much of Europe today.
